The  DIVISION of  POWERS

PART.  II.     FEDERAL  RESPONSIBILITIES

Section.  6.   One national armed hard crimes division:

Subject to Citizen and Judiciary oversight to check abuse of power, one national hard crimes policing department will reduce costs, inefficiency, corruption, dangerous counterproductive duplicate investigations, and competition for “collars” between agencies. These armed cops will specialize in aggravated assault, armed robbery, human trafficking, prostitution, rape, burglary, fraud, racketeering, gaming, organized crime and the like. Investigatory work done by researchers and analysts in office will be yet another check on corruption by police on the street.

To properly police our police forces, we must know how they are behaving. Body cams and GPS on all officers will reduce wrong doing, over-staffed responses, do-nothing deployments and personal errands on department time.

Today, quotas for arrests and fines encourage over-policing that pads officers’ paychecks and overstates police department funding needs. Politicians convince voters that lots of arrests make their streets safer, when instead they allow the misuse of police power to go unchecked. The Valentine Constitution allows arrestees to contest an arrest free of charge in Review Court, and penalizes officers for unwarranted or false arrests.

 PART.  III.     STATE  RESPONSIBILITIES

Section.  5.  An unarmed soft crimes department:

paid Social Worker and a volunteer Peacemaker, unarmed specialists in their problem area, will deal with  misdemeanors: a troubled couple, a misbehaving addict, a petty thief, a wronged child. Cool headed locals, these here-to-help public servants will offer deals and programs instead of the fines, fees and jail time that disrupt work and paychecks, and make offenders less stable, more desperate and more likely to mess up.

A nationwide department with one chain of command under State authority with Citizen oversight both locally and nationally, the Peacemaker Service is locally staffed and oriented in a criss-cross of checks on corruption.The hard crimes department is also a national department with one chain of command but under federal authority. Hard and Soft crimes divisions will share information and innovations nationwide within and between departments and regions.

The State Guards handle emergency relief, all fires, paramedics, traffic and crowds. State Guards guard property and also embed with protestors protecting both from bad apple anarchists. Guards will respond to a P-12 student’s request for help against any bad actor in the community. The State Guards combine to form the National Guard. In emergencies, units, equipment and supplies flow to the need blurring state lines with locals who know the turf calling the shots as planned. Citizens fill de-staffed fire, paramedic, and traffic positions. Policing is unaffected.
