SUMMARY

The Valentine Constitution replaces slow corrupt committee dealmaking with productive democratic legislating. Committees, seniority, caucuses and filibusters are all eliminated. Simpler bill passing rules will end stalemates and corruption. Fairness, not politics, will determine what bills get voted on. Either house may originate legislation on a first come first served basis. All members must vote on all votes, and all votes and proceedings will be recorded. The Citizens vote to (dis)approve the rules every 12 years.

Amendments unrelated to a bill, called add-ons or “riders“, allow today’s politicians to quietly add onto a bill a small provision unrelated and inconsequential to the bill which goes unnoticed as it is considered and passed. Riders often allocate funds to existing or new projects. Deals are often made whereby a member agrees to allow other members to put riders on his bill so long as they return the favor. Riders add considerable costs to our budgets, enrich only a select few, and serve as favors in return for campaign contributions. The Valentine Constitution requires that all amendments be related to the bill and be voted on separately.
