Our FOREIGN AFFAIRS
The Valentine Constitution requires that the United States pursue the elimination of all nuclear weaponry worldwide and eliminate all nuclear power plants to eliminate the creation of fissile nuclear bomb making material so that no more nuclear weapons can be made in the future. We must keep these doomsday weapons out of the hands of psychotic dictators and holy war terrorists who wish to destroy “the West.” Nuclear reactors themselves are doomsday machines creating huge uncontainable environmental problems like Fukushima which has been contaminating the Pacific Ocean for five years with no hope of containment in sight! Our nuclear reactors are all old and should be scrapped in favor of sustainable energy which costs the same but without hidden costs like three-eyed fish and Armageddon.
The Valentine Constitution already provides for the elimination of fossil and nuclear fuels domestically and here extends the prohibition to the international stage where we must take the lead in order to salvage what we can of the Earth we need to survive. Stopping the use of these nature destroying fuels in the US alone does not solve the problem. We must ensure that all other countries do the same if any of us are going to survive.
Every land mine is a tragedy waiting to happen. The armies that place them do not remove them, but rather leave them behind irresponsibly hidden under the ground to fatally pollute the landscape for decades to come, maiming the innocent who will not alter any conflict one way or the other, and altering their lives and the lives of their loved ones forever. Surely men can choose one of the many other ways they have devised to kill each other without using these despicable weapons.
… organic farming and fisheries, and naturally replenishable water supplies; and sustainable population sizes:
The Valentine Constitution mandates that the United States not do business with irresponsible countries which follow planet killing practices that will take us down with them. In order for us to survive we must mandate organic farming, sustainable energy, replenishable water supplies and decreased populations to all of the other nations around the world. We cannot allow other countries to destroy the nature we need for our survival. All countries must act responsibly in order to stave off the desolation that’s headed our way. If food shortages created by pollinator extinction don’t get us, then water shortages or global warming or excessive pollutants and toxins will. The solution is the same for all of us.
… the right of all peoples to a sovereign independent democracy, basic human rights and a fair marketplace:
The Valentine Constitution requires that we do business only with those nations who support the rights we fought for to create our democracy and our freedom. Trading with nations who disrespect human rights, and who reject the right to the sovereignty of culturally and historically defined peoples, and who stifle the right of all people to a fair marketplace, makes us a party to instability worldwide. We will not stand for one thing at home and another abroad. We will stand for what we stand for everywhere. We will not allow our business elite to abrogate our principles in our name in international business, and then return to our country the conquering heroes who have enslaved foreign peoples like the despicable Roman generals of antiquity. The sweatshops and the overworking, and the oppression and rape of workers, are not worth the discounts on an iPhone or a pair of Air Jordans or a potato peeler at Walmart. The conscience will now reign supreme, and it will do so worldwide.
Section. 2. We will only trade with countries who give their people human rights and a say in their government, who practice organic farming, who prohibit fossil and nuclear fuels and nuclear weaponry, who prohibit derivative-type trading, excessive gaming, and the production of street drugs, and who do not harbor our enemies:
The Valentine Constitution prohibits multinational companies from getting around our laws and policies by simply doing overseas what we’ve outlawed at home. If we do not allow something in the US, then we will not do business with those who do it overseas. We will lead the world properly because it has fallen to us and we’ll do it better than anyone else if we ratify The Valentine Constitution. To make something illegal in the US, and then allow the importation from a foreign country of the results of that illegal practice or banned product, is a ludicrous corruption which unfairly denies our Citizens while allowing multinational companies and foreign countries to circumvent our good intentions, unfairly benefit, and degrade our status as a world leader.
To do business with foreign drug lords under the utopian guise of “a necessary evil” whereby our children are dying guarding drug lords’ crops, is the height of a corrupted mentality engendered by greedy businessmen.
What will be the effect of these policies? A world united behind a mutually compelling cause, an end to the games of the elites who are destroying the nature we require for our survival, away from warfare and armaments, away from toxic multinational corporations and a worldwide shipping, outsourcing, enslaving, manipulative ruling class, and back to what made America great, what we will engender in all countries by leading by example and supporting our commitment with policies, a healthy middle class population receiving a living wage from small business employers supported by their home country’s efficient, accountable government which is there to instruct and improve the performance of all Citizens and economic sectors, and a stock exchange without the gambling and games, which capitalizes businesses, takes a long term approach based on market fundamentals and a steady money supply, and provides dividends and stability to investors.
The Valentine Constitution dissolves diplomatic and other immunities. No one is above the law. If anyone has to abide by the law then everyone must. America was founded on a belief that we all have an equal station in life and do not tolerate aristocracy or ruling classes. The Valentine Constitution removes the Wall Street elite, party elite, the electoral college and other elitists from power positions in our country.
The Valentine Constitution makes Citizenship protection a standing order for its soldiers. History has shown, through coups and revolutions, that the army and government should and often do balance each other. When the government fails to respect the decent opinion of its Citizens, which soldiers and their families also are, then the consent of the governed is deemed withheld, and so also the authority of the government. An army must at times step in, clean house, and order new elections. In history, this has turned out poorly when the army fails to timely turn power back over to the elected officials. The Valentine Constitution requirement for speedy elections in the event of vacancies would apply to this rare but not unforeseen event.
The Valentine Constitution further takes this concept to the personal neighborhood level. Bad apples, out of the reach of the law or in cahoots with corrupt officials or officers of the law, preying with impunity upon Citizens cannot go unabated. If the policing authority is corrupt or inept, then the Citizen or good cop must have somewhere else to turn. Who better to intervene than an American soldier, battle tested and honor sworn, working autonomously and as ordered by our Constitution to protect our Citizens against the abhorrent criminals who gain power and influence through fear or bribery over communities and policing authorities, whether on Wall Street or Main Street? In keeping with the tradition of checks and balances established by our forebearers, corrupt policing authorities and criminals will think twice before committing a crime on an American Citizen when some bad jarhead is a phone call away from any victim or witness.
Elsewhere in The Valentine Constitution, departments are empowered to enforce laws unenforced by fellow agencies. This is that same concept playing out in a lethal criminal situation, but soldiers could also show up in white collar offices when appropriate, so businessmen and officials too will have that big hammer hanging over them whenever they contemplate taking a bribe or rigging the game or creating a power shortage that kills eight people in California. Soldiers will already be “in country” on various missions, and readily available for these visits to the civilian theater, and in support of the State Guard in emergency situations. No person, and so no soldier, should be required to pause before helping a fellow Citizen in distress. Likewise soldiers must be protected against liability when reacting to obviously lethal or calamitous situations created by criminals and requiring deft expediency.
An emboldened Citizenry is a vigilant Citizenry. Good Citizens must be empowered to take ownership of their good neighborhoods. Children must be able to play free and unmolested, and those who violate life, liberty and the pursuit of happiness must be dealt with swiftly and with extreme prejudice. Nip it in the bud so others are not encouraged to follow a criminal path. The Valentine Constitution clearly issues this standing order to assure the protection of Our Citizens against the criminal element, and as a check and balance to a potentially corrupt Federal Law Enforcement Agency.
… against invasion including illegal immigration; border and airport security:
The Valentine Constitution tasks our Armed Forces with illegal immigration enforcement since it is an invasion and not as peaceful as most naively believe. A great deal of violence is done by coyotes and drug dealers and pimps and human traffickers and child abusers and snuff film makers throughout the long journeys we, by not repelling the invasion, so wrongly encourage with lax border security. We are to blame for not matching our words or laws with our actions. And now we have a real mess and people caught up in it, children who had no say but instead were forced to follow irresponsible parents who chose to flee their home countries in desperation rather than stand and fight a fight. We failed to help them win and now must pay the price for our misplaced compassion. The problem is always at the roots, and the solution in the surrounding dirt. We must, as this Constitution provides, help these illegal immigrants with the problems they have at home.
When I was in my early twenties I dated women in their thirties, forties and fifties casually, but when I started dating women my own age, casual was not an option, because my actions were affectionate and my actions showed concern which to them said I loved them, which I did, though not in love with them, and not enough to marry. Likewise America’s policy was no illegal immigrants, but our open border said to come on in. I unknowingly hurt those girls my own age, just as we have hurt many illegal immigrants. A strong border sends a strong and clear message best sent by our Armed Forces and not some county Sheriff and a few deputies. Nothing will cross that border illegally under The Valentine Constitution. All aid will be funneled through those illegal immigrants who must return to countries we will help them to make safe again.
Our Armed Forces are properly tasked with airport security for a number of reasons. First, they are far better equipped to deal with any emergency or attack than these TSA folks who will be unable to protect anyone and will only become part of the manic chaotic problem rather than the solution. Clarity of mission is required, and the ability to back it up with a quick, effective response with the least amount of confusion. Second, our soldiers need contact with the civilians they protect. They need the chit chat, the relationship, the respect and the love. They don’t get any of that anywhere else. Airport security is a golden opportunity for such contact. Third, Our Armed Forces will be a check and balance to the civilian commercial traffic at our ports and borders. A lot of corruption can go on in a port and at a border with officers who go to and from a civilian world, corruption far less easily accomplished both under the scrutiny of Our Armed Forces and by soldiers living in barracks. Fourth, the mere maintenance of formality and tightness in the chain of command makes for a rigidity that sends the appropriate message that all checkpoints are serious places in these troubled times.
… against usurpation or contamination of Our Nations water supply, fisheries and other natural resources:
The Valentine Constitution calls upon Our Armed Forces to protect the natural resources we now allow to be stolen from us on a regular basis. Our water is sucked out of the Great Lakes or contaminated by criminals; our fish are pulled from our seas or poisoned by criminals; gold and coal and oil is extracted with reckless abandon and no oversight, and none of these people or companies are paying us anything! In other provisions our territorial waters are extended to 1,000 miles and those resources reserved for our consumption only. We are going to need to protect ourselves from a desperate world while we solve the problems of scarcity ourselves then export our solutions to others. It falls to us to lead the world, after we clean up our own mess. 1/5 of the world’s fresh water is in the Great Lakes; 1/5, in Russia’s Lake Baikal; 2/5, in the Amazon. The other 6.5 billion people will be fighting to their deaths over the remaining 1/5. We need to take the appropriate steps now to ensure our survival.
… will apply calm, common sense and fairness in all matters:
The standing order for calmness will stead any soldier well in combat and in life. The oldest writing in martial arts is: “The ultimate of motion is stillness. The ultimate of stillness is motion. (Therefore) The ultimate of motion is moving correctly while maintaining a quiet mind.” The Valentine Constitution issues a standing order for calmness, common sense and fairness to be applied in all matters. These three filters will be drilled into soldiers right along with how to kill as quickly and efficiently as possible, so that a balance may be achieved between motion and stillness in all situations. Good judgment is essential for anyone carrying a gun.
Section. 2. The three traditional branches of Our Armed Forces will include all missions. An Army on land and borders, docks, bridges and tunnels and small bodies of water; a Navy on water, at sea and in international waters and nautical borders, on beaches and coasts, large rivers, lakes, ports and bays; and an Air Force in the air and aeronautical borders and airports:
The Valentine Constitution reorganizes our chaotic, inefficient and wasteful Armed Forces into three branches, land, sea and air, a portion of whom will reside in country providing homeland security to combat terrorism and illegal immigration, and no other armed forces shall exist for purposes of defending our nation or our borders. These three branches will include all existing Armed Forces including Homeland Security, TSA, Coast Guard, Border Patrol, and ICE.
Sixty agencies in total were involved in security for the Super Bowl in 2016. That’s a recipe for disaster. Ask any general or admiral and they’ll tell you that’s overkill and an inherent problem for coordination and communication, not to mention command and control. Which frequency will the radios be on? How many frequencies are reliable when you’ve got the press, coaching staff, event organizers, event participants, vendors and sixty security agencies all sharing the airwaves in one small area? Sixty agencies each with a different protocol for radio usage depending on scenario, for deployment covering a myriad of situational variables and as many tactical responses, heck, just knowing who’s in charge would be impossible, let alone coordinating all those disparate units! Mayhem, expense, overkill, everything that currently plagues our security apparatus is fixed by The Valentine Constitution, beginning with a common sense organization and a clear purpose of mission with a clear chain of command. Specialists need structure, command and control to be effectively deployed in any theater. Too many commanders orchestrating the battlefield is a recipe for disaster. Calm and cool and effective under fire requires clarity, organization and coordination. All of the above require being on the same page, knowing each other’s responsibilities, understanding the communications ahead of time, working with the same set of protocols, and being able to trust that the other units have done so also and are not going to get you killed, so the commander trying to orchestrate can keep all units in the best possible positions to achieve a successful outcome.
… no duties shall be contracted to private companies:
The Valentine Constitution requires that all duties be performed by our military personnel. In America we will not hire mercenaries or private units or outside contractors to do Armed Forces work. We will keep things in-house, where we can keep an eye on them, where we can trust them, where we can control them, where all answer to our chain of command, where our intel is not compromised, where leaks won’t get our soldiers killed, where our resources are distributed in accordance with the mission, where our budgets cannot be appropriated, and where we don’t have to babysit hot shot mercenaries who get in the way. Our Armed Forces will roll independent and as a whole, together, one force, indivisible with justice for all, especially the enemy.
The Valentine Constitution will have three departments under arms: Our Armed Forces, Our State-National Guard, and Our Federal Law Enforcement Agency. With the exception of the CIA, anyone carrying a gun for our government will report to one of these three commands all of which will have Citizen oversight. No internal units will have overlapping responsibilities. Waste will be removed and efficiency, achieved. Organization and communication will maintain ongoing 24/7 coordination and delineation of mission such that no gearing up will be necessary because we will always be geared up and operating. The mobilization of resources is all that will be necessary. In an emergency or crisis resources naturally flow-to-need in support of who’s already in charge of various micro-theaters as everyone will already be performing their usual role just in different geography. Organization and communication yield coordination.
The Valentine Constitution requires that our Armed Forces be in constant coordination with Our State Guards and with Our Federal Law Enforcement Agency in order to support them during emergencies and for emergency relief. State Guard units will handle emergency relief, fire both urban and forest, traffic using Road Rangers, and Paramedics who will be in constant coordination with hospitals and be on scene at crimes handled by Our Federal Law Enforcement Agency. As such, Our State Guards are in the swing position checking and balancing both Our Federal Law Enforcement Agency and Our Armed Forces. Tight coordination will reinforce the checks and balances, avoid friendly fire, and require zero transition time in times of crisis. These three armed forces will be the only armed forces, except the CIA charged with foreign intelligence and related activities, and protecting the President both domestically and internationally. Our Armed Forces will coordinate with the State Guard to support them rarely in forest fires and emergencies, and be supported by them rarely during in-country missions like immigration and terrorism. Our Armed Forces will similarly coordinate with Our Law Enforcement Agency. And all three will be keeping an eye on each other.
Section. 4. Each branch of Our Armed Forces shall be commanded by a civilian Secretary who shall be a geo-political military strategist, a civilian Under Secretary who shall be in charge of domestic borders and the interaction within and between the branches, a uniformed Chief of Foreign Staff who shall be in charge of foreign military operations, a uniformed Chief of Domestic Staff who shall be in charge of domestic military operations, and a civilian Director of Staff who shall be in charge of the budget, all of whom shall be appointed by and may independently report to The President who shall be Commander in Chief:
The Valentine Constitution organizes our Armed Forces into three branches: land, air and sea, with command split between civilian and uniformed geo-political military strategists and domestic and foreign theaters. The Armed Forces will have in-country units. The branches of Our Armed Forces, like the units and regions of Our State Guards will compete, create and share the best operating techniques, all added to a data base of successes and failures and analyzed so that we get better and better with each problem both large and small. A single chain of command will ensure that units share information. Distinction of responsibilities and Citizen oversight will keep overspending in check and avoid spending all annual funding to ensure budgets aren’t lowered the following year. Say an agency has a $1 million budget but they spend only $800,000; the next year, rather than being rewarded for their efficiency, the funding is likely to drop to $800,000 since they have shown they do not need it. As a result agencies now routinely spend ALL of their annual budgets, even if on things they do not need, just to ensure they get their full budget the following year. The Valentine Constitution prevents this from happening.
All of the chief staff will have direct access to the President. These will likely be headstrong men and women with their own ideas on how to accomplish the mission. They should all be entertained by the President since these will be the experts in their fields, and precisely the kind of consultation required by our commander in chief.
