The RULES of REPRESENTATION

PART. I. CAMPAIGN CORRUPTION, LOBBYING

Section. 1. No big campaign contributions allowed:

Prevents favors in return for campaign contributions.

Section. 2. Prohibits public officials from using government resources for campaigning:

Eliminates unfair advantages for incumbents.

… no private enrichment as a result of official actions, or voting in matters presenting a conflict of interest:

Closes the corruption fostering “revolving door” to and from corporate and government jobs and elected office.

Section. 3. Prohibits PACS, lobbying and corruption:

Politicians will represent Citizens, not private interests.

PART. II. ELECTIONS

Section. 1. A neutral body to hold elections:

Removes party bias, exposes new ideas, simplifies rules.

Less fraud, greater accuracy, convenience and turnout.

uniform election rules in every state and election;

equal time and equal exposure for candidates:

Exposes more than just rich, famous and party favorites.

prohibits parties from running the election process:

Prohibits party elites from dictating who gets on ballots.

Prohibits a few states from co-opting candidate selection.

… prohibits campaigns from sharing resources :

Limits collusion; provides broadest pool of candidates.

Ends party strangleholds, 90% of incumbents re-elected.

… separates rural, suburban and urban districts:

For accurate representation of common constituencies.

Section. 2. Limits campaigning to 3 months in summer for candidate and referendum exposure and ballot qualification, and 2 months in autumn for campaigning:

Candidates spend more time working, less campaigning.

Section. 3. All candidates and referendum are considered during summer selection season; 5% gets them on the ballot and into the autumn election season;

Section. 4. Prohibits late polling, projections and results until all votes are counted:

Encourages voting and ensures all votes are equal.

PART. III. VOTING

Section. 1. Citizens 18 and over can vote:

Old enough to die for us; old enough to vote with us.

Section. 2. Makes voting mandatory:

Gets Citizens involved in their democracy.

… prohibits 1-click “blanket” voting for a party slate:

Encourages Citizens to be more informed and engaged.

… allows “write in” voting:

For candidates who miss deadlines or gain late support.

Section. 3. Preference and run off voting:

Ensures most popular candidate is elected; majority will.

Section. 4. Abolishes the Electoral College:

Takes power from elites and gives it back to the voters.

Keeping 90% of our current Constitution, foundations and rights intact, The Valentine Constitution modernizes our unaccountable government to assist rather than restrict citizens.

Women, LGBTs, blacks, anti-tax and anti-deficit groups, environmentalists, 80% of America will get what they want most.

Candidates, nonprofits, foundations, protests and fundraisers have failed for decades to fulfill their missions. If they were going to solve our problems, they would have by now. How much longer will you hope that government or Wall Street or scientists solve your problems when they haven’t yet?

Even if your wish list of candidates were elected, what legislation would they pass? They’re too polarized and stalemated, between and within parties, to pass all the legislation needed to solve our many problems, and how long would it take them? It took Valentine 12,000 hours over 45 years! Unless we dictate play, our problems will never be solved.

Left, right and center voters, nonprofits, causes and celebrities can combine their considerable power to get the word out to dictate to candidates to vote FOR RATIFICATION or not be (re)elected.

The hard work’s been done. All you have to do is say you want it to trigger positive polling and they’ll ratify it to get your vote, then we can finally fix everything.
